Context / Background: Compilation of Critical UPSC Topics
This daily UPSC key from Indian Express (Sep 1, 2026) packages six high-relevance issues: road safety via V2V, Himalayan glacial instability, Indus Waters Treaty, ONGC's offshore push, Semicon 2.0, and GDP growth with employment. Each topic is linked to Prelims and Mains syllabus, providing a ready-reckoner for aspirants.
02
V2V Technology: Mandate & Technical Backbone
MoRTH published draft Central Motor Vehicles (Amendment) Rules, 2026 on July 22, proposing V2V mandate from Oct 1, 2028 for categories L, M, N vehicles. The system uses AIS-230 standard covering radio performance, cybersecurity, and GNSS. V2V works beyond line of sight, complementing ADAS, and uses 5.875-5.925 GHz band exempted from licensing by DoT on June 10, 2026.
03
Hanging Glaciers: Climate Change & Disaster Risk
An April 2026 Nature study by IIT Bhubaneswar and IISc Bengaluru inventoried 219 hanging glaciers in Alaknanda basin, nearly a third in Upper Alaknanda. These glaciers on steep slopes exhibit geometric instability due to rapid warming, leading to break-offs that can trigger GLOFs. The Nepal disaster (glacier collapse) serves as a recent analogue.
04
Indus Waters Treaty: India's Sovereign Stand
India rejected the Hague Court of Arbitration's award, asserting the body was illegally constituted by the World Bank. India's decision to place treaty in abeyance (April 2025) followed the Pahalgam terrorist attack, linked to Pakistan's cross-border terrorism. MEA maintains the treaty remains suspended until Pakistan abjures terrorism.
05
ONGC Deep-Sea Drilling: Energy Security Push
ONGC plans Rs 1 lakh crore investment over 5 years to drill 87 deepwater/ultra-deepwater wells (8 in FY27, 27 in FY31). This aligns with the government's Samudra Manthan scheme (Rs 84,000 crore) announced in July 2026, aiming to accrete 600 million tonnes of oil & gas reserves. India's import dependency is 88% for oil, making domestic exploration critical.
06
Semicon 2.0: Boosting Indigenous Chip Design
The Rs 1.27 lakh crore Semicon 2.0 programme, approved by Cabinet in July 2026, has six pillars with three dedicated to chip design. C-DAC will issue RFPs for strategic IP development in compute, memory, RF, power, networking, sensors. The scheme also supports upstream supply chain (wafer, photomasks, gases) with 30% capex support and PLI for equipment manufacturers.
07
GDP Growth: 7.8% in Q1 Driven by Manufacturing & Services
India's real GDP grew 7.8% in April-June 2026, above RBI's 7% estimate. Manufacturing grew 9.2%, services 10%, while agriculture moderated to 3.6%. Gross Fixed Capital Formation surged nearly 12%, indicating strong investment. However, Crisil expects moderation to 7% for the full year due to West Asia crisis, US tariff issues, and base effect.
08
Employment Challenge: From Quantity to Quality
RBI's KLEMS data shows employment rose from 47.15 crore (2014-15) to 64.33 crore (2023-24). NITI Aayog's report on skilling highlights 9 crore NEET youth (excluding job seekers), with 88% engaged in domestic duties – mostly women. Female LFPR rose from 23.3% (2017-18) to 41.7% (2023-24), but unpaid care and safety barriers persist. The next frontier is formal, productive jobs.
